. Eventually the coal mines at Red Lodge were exhausted, and the town was threatened with dying. Many Colorado Silver Mines became ghost towns during this era. of Colorado Mining History. Faced with the fact that their town was in the middle of nowhere, The City Fathers decided Red Lodge needed a new personality. (This is a term used later in ZMM.).
.The Fathers realizing the potential for tourism, no doubt lobbied hard to create a new highway right through Red Lodge over the Absaroka Mountains & The Beartooth Mountains, to Yellowstone National Park: Towns all around YNP already were quite successful in benefiting from this well-known YNP Tourist Attraction.
.Eventually, in the extreme conditions of the USAs 1930s Economic Depression, depression era Works Progress Administration (WPA) projects were created all over USA, And WPA Projects Were Created All Over Montana. Click Here. .

.There started much hard work & human creativity, which became for example => The Blue Ridge Parkway and The Beartooth Highway (respectively in the Central Appalachian Mountains and in Southern Montana Mountains). These massive Federal Projects had similar motivations, federal funding, tourist success, and local economic boost.
The Works Progress Administration (WPA) ( Renamed in 1939 as the Work Projects Administration) was an American New Deal Agency, employing millions of job-seekers (mostly unskilled men) to carry out public works projects, including the construction of public buildings and roads.
